Abstract
Purpose: This paper investigates technological difficulties and the need for ptometrist fees and propose a needs based assessment for a system of optometrist fees.

Methods: Questionnaires were sent to optometrists in Seoul and Gyoenggido province and SPSS 22.0 was used to analyze the data collected.

Results: The mean of optometrists' perception on the net profit structure of optical shops was 2.43¡¾0.672, which is not appropriate. Technical difficulty was higher in the order of glasses adjustment (4.27¡¾0.716), refraction test (4.24¡¾0.676) and manufacture processing (3.62¡¾0.773). The necessity for optometrist fee was very high in order of glasses adjustment (4.07¡¾0.776), refraction test (3.89¡¾0.930), and manufacture processing (3.80¡¾1.030). There was significant difference according to gender in the necessity for manufacture processing fee and refraction test fee. In addition, the need for glasses adjustment fee was higher with increasing age. The need for manufacture processing fee was significantly higher in small optical shops.

Conclusions: In order to provide high-quality medical services, the optometrist fee must be included in the price of glasses. Thus policy, legal review and administrative support for setting the optometrist fee is necessary.
